The BLUE MED project Phase 1, Kicked Off in Rome on the 14th December 2006, is aiming to involve a group of Mediterranean ANSPs, DCAC of Cyprus, HCAA of Greece, MATS of Malta, OACA of Tunisia and NANSC of Egypt (pending decision) in a common study on the feasibility of implementing FABs over the area.
Thanks to the financial support of the EU TEN-T (1M€) and the expert support of EUROCONTROL and regional universities (Athens and Trieste), the Project Partners will proceed current 2007 to the investigation of the most appropriate regional scenarios to serve the Operational Requirements of the air traffic in the region, also considering the Pan-European picture and the interaction with the fellows neighbouring initiatives.
In parallel, all different aspects related with the SES implementation will be investigated, from the technology to the human resources, from safety to legal, giving a special attention on economical and cost benefit analysis, and keeping in mind the different expectation of the various stakeholders (airlines, military users, ATCOs, unions...) and granting a maximum level of information and dissemination.
An important aspect is that, learning on past experience, a scenario based on “Virtual Centres” will be adopted as reference, aiming to maintain physically separated ACCs acting as part of a single centre thanks to improved telecommunications, and providing to the final user optimised seamless operations.
At the conclusion of the Feasibility Study, and depending on the necessary Political Agreement of the involved States, a detailed Definition Phase should initiate and extend till 2010, aiming to identify and resolve all issues and define the plans leading to the final Political agreements; than it should be possible to progress with the Implementation Phase, that should conclude with the establishment of FAB(s) in 2012.
